According to Sheriff Villanueva, eight deputies took photos at the scene even though none of them were authorized to take any photos.

Sheriff revealed that at such scenes there is no need for photos to be taken for official purposes. According to him, only the Coroner and NTSB investigators were authorized to take pictures at the scene.
