Bearing the same respectable IQ as McKinley was James K. Polk, the 11th President of the United States. He was considered one of the more effective presidents and took office during the pre-Civil-War era. Polk made truly substantial changes with developments in territorial disputes, banking, and fiscal policy.

Moreover, he sustained peace with the United Kingdom, won the Mexican-American War and bolstered American borders. Polk stood true to his campaign promise to be a one-term president. It is also believed that the stress and pressure of his presidency were crucial factors in his deteriorating health.
