It looks like the person who designed this fan installation thought they could fix the problem by simply removing one blade. This trick works perfectly well so long as you never want to actually, you know, use the fan.
Mistakes like these could be perilous, especially to those who don’t look up before switching on fans. This could result in some epic wall damage, flying fan blades, and a whole lot of potential for injury!
